The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are released from various governments. Significant resources is allocated on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from across the border, a capability provided through timely intelligence. From witness perspectives, defense planes that had been deployed to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense activated: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, presumably delivered by Western nations. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, preventing destruction from ruin and another blackout.

Persistent Threats

Following this, a large-caliber weapon fired at a drone close by, part of a defensive team – most likely Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its target.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, devastation and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's critical military reliance on Western support – a dependence that regional partners are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This pattern will, certainly, endure.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unrealistic to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not change more in its advantage in the near future.

Opposing Positions

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a total frontline collapse until conditions improve in its advantage.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
